 Orochimaru's planned attack against Konoha was a success. He murdered the Third Hokage, and left the city in runes and ash. With not even a single beacon of hope, the people of Konoha were plunged into a perilous darkness that they feared they'd never see the end of.
When Lady Tsunade was to become the Fifth Hokage, she knew at once that Konoha had no hope of ever rising from the ash to the amazing city it once was. She shut down the ninja academy, and disbanded all shinobi. "What would a city want to attack us for? We're nothing but rock and dirt and a bunch of sad faces."
She created 'Konohagakure Academy' so that all the towns people could get themselves an education, and build their lives in other more prosperous cities. But the teenage shinobi of Konoha weren't anywhere near ready to give up on Konoha. And Naruto was no where near ready to give up on his dream of becoming hokage.
So the teens of Konoha have vigorous after-school training schedules, standing ready so that if any attacks on Konoha come, they won't just hand it over.
