Organization Name: Hando no Hateshi (Meaning: Hand of Fate)
Symbol:
A symbol which is useually worn on the inside palm of all the members of the Hando no Hateshi, with the exception of two Hands of Fate. Their symbols unlike regular members grant them the command of a powerful being of the order, and is instead placed upon their upper hand in the colour white, right for the right hand, and left for the left hand, where as the rest of the members carry black ones. It is believed that the two symbols carried by the hands of fate holds mystical powers of their own, making them able to use techniques other then just the summoning.
Creators: Kagekyo no Youshitsune
Ranks:
Leaders of the Hand:
-The Wheel of Fate
The Wheel of Fate is a council composed of the primary administrative leaders of the Hando no Hateshi. Since the beginning of their existence, the members of the wheel have kept their identity as an even greater secret than the organization itself. They are the ones who relay contracts for assassination and any other task to the Messengers, so they are never brought to speak directly to the agents of the organization to protect their identity.
-Messengers of Fate
The only members of the Hando no Hateshi who is allowed to interact with the members of the Wheel: To attain a position as a Messenger is a great honor, and those called to this duty have their eyes gouged out so that they are never able to betray the secret of the members of the Wheel. Even though they hold no administrative power in the doings of the Hand, they are the ones who are recognized as the leaders to the other agents, since they relay orders directly from the Wheel. In turn, they hold utmost authority in all operations.
Assassins of the Hand:
-Servants of Fate
The first rank given to the prospects that have achieved their initial training. They usually take on the lowliest and more simple assignments given by the Wheel, and travel in pair with an Herald, or other Servants to earn more experience.
-Herald of Fate
Watcher for the Servants, the Heralds are assassins who have gained enough experience and proven their merit on many occasions to advance in rank. They take on more complex missions given by the wheel, and are often asked to accompany Servants to ensure the success of every mission, while protecting the Hando no Hateshi’s vow of secrecy.
-Harbinger of Fate
The highest attainable rank for an assassin: Only the most loyal, and ruthless agents are ever able to achieve this rank. They take on the most dangerous assignments given by the Wheel.
-The Hands of Fate
Only two Ninja are allowed to hold the title of Hand of Fate at once. They are the right, and left Hand of Fate, and execute assassination contracts or any other duty assigned to them with the utmost proficiency. Because only the two most powerful Ninjas of the Hando no Hateshi are ever allowed to bear this title, in turn, they are marked with the symbol of the organization on one of their hands, granting them power over a special summoning that can only be executed by the two combined powers. Lihin Karasu and Ranka Marada are the current Hands of Fate.
Spies of the Hand:
-Ears of Fate
The Ears are the information gatherers for the Wheel. Intel comes directly from their research and reports, and every decision made by the administrative office of the organization is based on their discoveries. The Ears work undercover as Ninja citizens of every country and every status. No one knows who they are except members of the Hando no Hateshi. To protect their identity as agents, only the Mouths are ever called to interact with them to relay the reports back to the base of operations.
-Mouths of Fate
The Mouths work undercover with the Ears: the Mouths are the ones who report all of the Ear’s findings back to the base of operation to insure the secrecy of their belonging to the Hando no Hateshi. The Mouths, like the ears, are called to be part of the community to avoid suspicion of exterior parties.
-Eyes of Fate
The Eyes are the Watchers of both the Ears and the Mouths. They are called to no other purpose than to insure that their mission as spies is fulfilled without incidence. Because of the delicate nature of their assignment, the Eyes are the insurance policy of the Hand to protect the organization’s secret. If either of the agent’s cover is blown, the Eyes will be called to quickly assassinate both and destroy evidence of their relationship, so that no one may ever find a root back to the base of operation of the Hando no Hateshi. Again they are called to be part of the community in which they are established, but not even the Ears or the Mouths know of the Eye’s existence.
Goals:
Ever since its creation, the goal of their organization has always been preserving the natural order and balance of the world. The very reason they exist is to insure stability and will use any means necessary to fulfill that very purpose. Whether this be assassinating a Kage or play out any war mongering factions against each other of any kind, it matters not, they are certain to have played some part in it through careful manipulation and assassination, all in the name of the nations benefit. Throughout history, wars have been plentiful, some fought for vengeance, power, or resources. Leaders and councilors have been either removed through assassination, or some have died of unknown causes. In truth all these events, are in fact carefully staged by the Hando no Hateshi, all major changes in history are documented with some other faction of shinobi to blame, however it is all their doing. They have no interest in domination of the world, such dictatorship breed chaos, and the Hand abhors chaos. They only wish that the world, in which all men linger, are kept alive. They will go to any lengths, to preserve that delicate balance. The wheel of fate must turn, there is truth in such ancient sayings, only it is by their hand that the threads of fate are spun, and thus woven into a brighter future.
History:
Some 300 years ago, a man by the name of Kagekyo no Youshitsune, a powerful missing nin of his era, had a vision, and ideal of a world in perfect balance free from these petty ambitions of men that slowly corupted the land, inspired by fate itself, whos very nature wills balance. This one mans unyielding will to fight for a world in perfect balance begins manifesting itself into and alliance of like minded individuals... his orginazation, who upon Kagekyo's final sacrifice would be named the Hando no Hateshi. This orginazation has since then carried out Kagekyo's vision, inspired by his sacrifce when he became one with Sosei. Having remained a secret to the outside world ever since its creation, these assassins have always been notouriously efficient when it comes to subtlety as well as skill. Brandishing hundreds of S-Ranked missing nin's even shortly after its creation hailing from every known village, their teachings has since then been passed down to ninjas of the order with similair or higher skill then their own. However not just any shinobi would do... all their new recruits are children, victims of war and suffereing useually no older then being at the age of 5-10. Officially one might think that the reason for this is to avoid suspecision from other villages, there is truth in such sayings, however the real reason is much more delicate. Brought into the order merely days after having their homes and families brutally murdered by war mongering factions, these children already posses a dormant hunger for vengeance, a burning desire to carry out justice, making them the perfect choice to be trained as Servants of Fate. Throughout the history of the order, there has been occasions where even the slightest sign of weakness, carelessness or lack of faith has nearly been the source of their downfall. As such the training of these children have becoming extreemly brutal over the years like nothing ever seen before, bordering that of actual torture. All throughout their training, they face death at every turn, and are punished severely for any form of slack.
These training methods are a nessecity to stamp out weakness, ensuring their survival. Their lesson was learned well in their encounter with Akatsuki. While they were scattered searching for the tailed beasts in and attempt to control the situation, they were attacked by those dogs under the leadership of that damned Uchiha Marada. The surviving members of the order thus went into hiding, effectively putting them out of comission for years prior to the Uzumaki era. Having reastablished themselves shortly after, they have since then made sure that the mistakes of the past will never come to pass again as they continue to grow in power, remaining vigilant in their fight for balance.

HQ location:
The current location is somwhere in the water country. Over time however they have moved from one location to another, simply for the sake of subtlety, covering their tracks in the process down to every last detail. Their entire base of operations consist of a vast underground facility with many floors and rooms for special training purposes. In addition there is an abudance of laberinth tunnels and caverns which stretch for miles riddled with deadly contraptions. None but the members of their orginazation knows the location or how to gain access.
Special Techniques:
Incantation Kuchiyose, Tenshukensei (Summoning: God of Balance.)
Summoning Species: Ethereal Phoenix
History of the contract:
Long ago in ancient times, a phoenix specter by the name of Sosei, thought to exsist only in legend and folklore, roamed the eternal world of the spirit world, adjacent to the mortal realm. Legend states that Sosei was born out of the endless greed of men, their hunger for power as they battled each other for land, power and wealth. Such chaotic actions disrupted the balance of the world. From this atrocity Sosei was spawned, a wraith in the shape of a beautiful phoenix, feeding off the life force and ethereal energies of the world. This mystical beast roams the spiritual plane, draining the souls of dead cast into this 'limbo' as they await their final judgment, because of this Sosei is referred to what many call 'The Wheel of Fate,' the endless cycle of birth death and rebirth to which all souls are irresistibly drawn. Henceforth it has been referred to in many mythologies as 'the god of death', 'guardian of the spirit world' and 'the keeper of balance'. However these tales and legends of its power merely compelled mortals to hunt for the creature, driven by a mad desire for power, they sought to use it as a weapon against their enemies, that their factions’ reign might be eternal. Alas it did not matter how many, or who hunted for the creature. All who sought the power of the 'wheel' found only death at Sosei's talons. Another notable feat regarding the legend of this spectral phoenix is its constant rivalry with a dragon specter by the name of Eien, a being much like Sosei itself, only this enigmatic creature was the mirror opposite of the phoenix. Eien serving as a hate filled and vengeful beast, a testament to the imbalance of the world, the refusal to complete the cycle of death and rebirth, an anomaly within the spirit realm. Since the dawn of their creation the two have battled for dominance over the spiritual plane, yet a victor has never been decided, and most likely there never will be.
At any rate, the human race continued to pursue the mythical bird for centuries, seeking its power for themselves, yet all met the same fate, and Sosei lived on as the so called 'keeper of balance.' Yet there was one, who succeeded, a man named Kagekyo no Yoshitsune. Through a grim series of rituals, Kagekyo forcefully entered the spirit realm to confront Sosei at the cost of his own life, rather then attempting to summon the beast like so many have tried before. Thus the two entered a long grueling battle, Sosei thinking this to be merely another trick to utilize his might showed no mercy to the mortals spirit, the outcome was clear from the beginning, Kagekyo... would fall, it was as if he knew his fate had already been decided. However he refused to surender, refused to give in. This act of unyielding devotion intrigued the mystic being, and so it ceased its assult, and asked the mortal man. Your acts are futile mortal, like so many others before, you will fail to enslave me... why do you persist in defying fate itself? Kagekyo thus explained to the beast, that he did not defy fate, but accepted it. Claiming he did not seek to enslave the being like so many before himself, but serve it. He and his followers worshiped what the creature stood for, and as such he asked for the phoenix's allegiance in his fight for balance. At first reluctant, thinking this to be some trick. Sosei thus gazed into the heart of the mortal soul in front of him and what he saw pleased the ancient spirit. Sosei beheld Kagekyo's unyielding devotion in the name of fate, an abhorrence for chaos, and a desire to preserve the balance of the world at the cost of his own life. Thus Sosei accepted Kagekyo's offer, and was sworn to the Hando no Hateshi, to come to their aid whenever he was called upon. However… the bird demanded only one thing in return, the soul of Kagekyo no Yoshitsune, to be kept within his own being for all eternity, as a sign of their pact. So it came to pass that Sosei became a minion of the Hando no Hateshi, and a being to which the order worship to this day.
How to Receive Contract:
Sosei is a very unique creature with abhorrence for imbalance and the petty ambitions of mortal men, which breeds only chaos throughout the land. Furthermore being hunted by them for and eternity has added to the beasts seething hate for mankind, as such Sosei has never been known to present his power or servitude to anyone, except one man, one man who changed Soseis view upon some of the mortal races, Kagekyo no Youshitsune. He convinced the wraith to swear its allegiance to him and his organization, who fought and died for what Sosei stood for. To gain the honor of being bestowed the technique, the hands of fate must show and undying devotion to fate itself and the 'wheel,' to understand the necessary cycle of birth death and rebirth, to have ones heart consumed with desire for balance, and the will to bring judgment upon those who would disrupt it. Upon gaining the technique, the two chosen, must go through a certain ritual, one that will connect them with the spirit realm for a short while, it is here that their worthiness will be decided by Sosei himself. If they are unworthy, the specter will devour their soul during the course of the ritual, those who lack conviction will be punished. If deemed worthy however, Sosei brands them with the mark of the Hando no Hateshi, engulfing their hand in pure white energy, shaping itself into the symbol, appearing on the upper part of their hand in the color white.
Village: None
Summoning
Name: Sosei
Description:Sosei is a mystical bird made entirely of energy; a phoenix. Originating since time immemorial, it has since long shed of its physical aspect, now only appearing as a wraith from the realm of spirits, and the dead. Sosei has been in legends since the dawn of eternity, and its appearance has always been the source of many men’s awe and curiosity. Once it appears, the transition from the spiritual realm to the material plane generates blue-white flames, which slowly take the form of the phoenix. Once Sosei is fully summoned, it appears as a flaming bird inhabited by a white light, giving it an otherworldly appearance despite its physical form. An intriguing aspect of Sosei is that the flames composing it seems to consume him the longer it stays in the material world, slowly making it undergo a series of hues and colors before disappearing.
Attacks:
Both Ninjas bearing the mark of the hand of fate must be present in order for the phoenix to be summoned. Using the mark as a medium for the summoning, both must concentrate an extreme amount of Chakra onto the symbol until it changes its physical properties, and spawn the symbols of the contract in the air around them. Once both halves of the contract merge together, the summoners’ Chakra is absorbed by the symbols to give them a tangible, energetic form. Both ninjas must then sign the contract with their blood to summon the phoenix. Sosei will emerge from the convergence of the symbols in a flash of blue flames. Sosei, bearing the same constitution as a wraith is bound by the limits of his dimension; it is intangible and immaterial, more akin to air than true matter even in the world of men. Alas, the phoenix is unable to touch anything, however, this state enables it to traverse any distance free of obstacles since it can pass through virtually any structure. Upon the command of the Hands of Fate, Sosei will charge towards its prey at break-neck speed. To sustain itself, the phoenix must absorb Chakra constantly before consuming itself, and returning to the spiritual world. Alas, once it is launched, the phoenix will begin to devour Chakra from the world around it in a form of implosion, this creates a violent vortex easily able to draw in nearby opponents, hereby making itself disappear after an instant in the form of and implosion. However, in this moment, every tangible living thing in the vicinity turns to glass. As energy is drained from a human being, or any object, loosing the very essence of its life force, its chakra, its soul. The object will thus revert to glass, seeing as it is merely and empty shell of itself, without any composition, fragile, and clear, nothing is left behind. The users themselves are deviod of their chakra as the beast dissapears due to the ravenous appetite of Sosei, however unlike everything else around them, they walk away with their lives.. and souls intact.
No records have been registered as to Sosei being ever used in combat, however the Hando no Hateshi are notoriously proficient at hidden even the most insignificant detail about their organizations past. There are areas around the world that could have potentially been victim to the phoenix’s power, as entire forests, rivers and mountain ranges, and everything found within have turned into glass over night, and remain so even to this day, with no clue as to how or why.
-The wheel must turn…all are redeemed in the cleansing agony of birth, death and rebirth.

Summoning
Attacks:
Hantei (Judgement)
